This page provides the HOA Covenants for Sovereign Village properties.

There are 10 separate covenants for Sovereign Village.  To know which applies to a specific property, read the below section.  If you know the property's Lot Number, refer to the below table for the correct covenant.

Sovereign Village was developed and built by Manning and Ross Developers LLC starting in December 2001.  As of March 2025 20% of the community lots have not been developed.  Manning and Ross has not provided a date when the development will be completed.

Manning and Ross built the community a Section and Phase at a time.  For each Section and Phase a separate Deed of Dedication and HOA Covenant was created.  This left the community with 10 HOA Covenants.  To know a property's Lot Number to determine which Covenant applies to the property.  The Lot Number can be found in the properties purchase information, or found on the Frederick County GIS webpage:

The below table lists estimated addresses for the property lot numbers in each Section and Phase.  Use the table to determine which Section and Phase applies to the property.
